Young winger Aimar Govea, who recently signed his first professional contract with the club, is named among the substitutes.
Carl Rushworth is in goal for the visitors, with Key slotting in alongside Nathan Wood, Harry Darling and Josh Tymon in the Swansea defence.
Fulton and captain Matt Grimes are partnered together in midfield, with Jamie Paterson operating ahead of them.
