The Swans had been fighting to retain their Premier League status, and they were without boss Francesco Guidolin as they faced Arsenal after the Italian was admitted to hospital hours before kick-off with a chest infection.
Alan Curtis took charge in North London, and saw the visitors fall behind when Joel Campbell put the Gunners in front.
But the Swans hit back in fine style, Jack Cork winning the ball in midfield and sending Wayne Routledge through to coolly side foot home an equaliser.
Swansea had to deal with plenty of pressure, with Olivier Giroud and Alexis Sanchez hitting the woodwork for the hosts.
But they had the final word as captain Williams steered in an expert free-kick delivery from Gylfi Sigurdsson to move Swansea six points clear of the relegation zone.
